POA MEETING 06/23/2022
Meeting Start: 6:31 pm Meeting End: 7:35 pm
Lights at Mailbox:
• Loitering, vandalism, and burglary have been reported at shared mailboxes.
• Lights to be installed at mailboxes on Akins, Quail Valley, and Scenic.
• Lights would be on all the time (dimly) with a motion sensor to activate brighter light when
someone is near the mailboxes.
Radar Speed Sign
• POA board purchased sign that records vehicle speeds (and at what time) in the “cloud”.
• POA can collect the information to give to law enforcement.
• Sign will be welded to a trailer and used on POA roads only.
Subdivision Sign:
• Dianna had artist create artwork for entrance to subdivision.
• Dianna will clean and paint the sign at Akins and Davis Loop..
Neighborhood Watch:
• There was some interest in setting up a watch, however, this costs money and it would need a dedicated person to set up run it (block captain).
• Dianna called sheriff to get info,
- official entry would costs $20/person for a neighborhood watch.
• The best thing we can do in our POA is to keep our eyes open and report anything suspicious.
Cougars:
• Cougars haven’t been seen for a while, possibly have been shot. Safety
• Conceal Carry Permit classes are provided by sheriff; also Bulls Eye has a firearms class.
• Residents can form an unofficial neighborhood watch.
Election of Vice President
• Pauline Gosh motioned to elect Tom Sepelia as Vice President. o Sandy Kerbow seconded motion.
o Discussion
- Details of VP duties. o Motion passed unanimously.
Zoning:
• RVs are not to be inhabited by another person/family per County Zoning
• Roosters
--- Absolutely NO roosters allowed per county zoning.
• Barking Dogs o Check with county laws, and/or refer to humane society or sheriff.
--- If threatened, you are allowed to shoot a dog in self-defense.
• Consensus is that POA members want enforcement of POA rules.
--- Dianna has consulted with Lewis from county zoning in the past.
--- The best thing is for residence to keep calling the county regarding violations – the POA
can’t enforce, only sue for liens.
--- As always, residents are encouraged to come to Dianna with any concerns they may
have.
Fireworks:
• Per Oregon law, not allowed fireworks that leave the ground.
• Resident requested that Dianna put up “no firework” signs for 4th of July due to fire danger.
• Fire officials in the past have not seemed too worried about fires in our area, but we still need to
be diligent.
Finances:
• Dianna wants to transfer money from checking into savings
• Resident asked if some funds could be set aside for crack sealing for the POA roads.
• Lois Iverson motioned to move money from checking to savings.
--- Laura Nichols seconded motion. o Motion was unanimously passed.
Appointment of Officers: Treasurer/Maintenance
• Maintenance
--- Lois Iverson volunteered to work on POA maintenance
• Treasurer
--- Need someone to look over and balance books once a month.
Monthly Meetings:
• POA board members have considered having monthly open meetings to discuss issues, to be held at Dianna’s house or possibly at a local restaurant.
• Steve Nicholson motioned to set monthly meetings.
o Doc Kerbow seconded motion o Discussion
Discussion revolved around the concern that if monthly meetings were voted in, meetings would need to be held no matter what, even if board members have something else going on.
o Motion failed unanimously.
o Currently Dianna enforces POA rules when complaints are made, she will have discussions with the offending party, and, if necessary, the county zoning officer.
• POA decided to have informal (not voted in officially) meetings every 2nd Monday, every month, at Dianna’s house, open to the community. Signs will be up in the neighborhood on days meetings are held.
Open Agenda
• Self Defense o
--- Discussion of using air horns and bright lights for neighborhood safety.
• Weed Control o Residents need to maintain their properties and keep weeds under control – this can be escalated to the county level if weeds get out of hand.
• Residents with any issues or concerns are welcomed to reach out to Dianna. End of Meeting
